Taranaki driving instructors have been flat out with teenagers rushing to get their restricted licences before the age goes up on Monday.

Visum Driver Training owner Sharon Flynn said licence tests had been booked out for the past three weeks.

"We have had a huge waiting list," she said.

Under the changes to the licensing system, the age that drivers can get their learner's licence will rise from 15 to 16.

The law change will also catch out 15-year-olds who already hold their learner's licence, as they will have to wait until they turn 16 to apply for their restricted licence.

Miss Flynn said the changes had been confusing for some because the NZ Transport Agency had sent out mixed messages.

"We have had students that have booked in for their licence test so that they are in before the 1st of August and they are getting calls saying they won't be eligible so they can't sit it," Miss Flynn said.

Street Talk Defensive Driving owner Pauline Krutz believed the changes were a bad idea.

Rural children would be the most disadvantaged, she said.

"If you look at the farming community, the kids have got after-school activities and, unfortunately, a lot of them are going to have to drop those activities," Mrs Krutz said.

She has been "chocka-block" with lessons and said a lot of the young people had not had enough time on the road and were panicking about getting their licence.

She said some drivers who should definitely not be on the road were getting through and passing their tests.

"We certainly give them our opinion on whether we think they are ready to be driving. Unfortunately, some slip through the cracks and, basically, do enough to pass the test but not necessarily enough to be on the road all the time." Mrs Krutz said.

Her preference would have been to see rules on engine sizes for new drivers and more active policing of the rule that restricted drivers have no passengers.

"In reality, it is not the 15-year-old kids that are killing themselves, it's the older kids. You look at the statistics and it shows it's the 19 to 20-year-olds," she said.
