SPRING HILL— City officials have been asked to rethink a practice revered by some as one of the ten greatest public health achievements of the 20th century.

The city’s water superintendent, Caryl Giles, asked members of the Board of Mayor and Aldermen recently whether the city should continue adding fluoride to its water.

Giles said she’s been asked three times over the last several months about this practice: once by an employee; once by City Administrator Victor Lay, who previously worked in Waynesboro, which quit fluoridation a few years ago; and most recently by Alderman Amy Wurth.

“Is it truly necessary that we continue to fluoridate water in this day and age?” she said. “Times have certainly changed.”

Community water fluoridation began in the 1945 as a way to reduce dental decay and has been hailed as one of the country’s greatest public health achievements by the Centers for Disease Control and Prevention.

But what’s considered an optimum level of flouride in the water supply recently has changed. The U.S. Department of Health and Human Services announced plans in January to lower the recommended level of fluoride in drinking water for the first time in nearly 50 years, to reduce the possibility of children receiving too much fluoride.

No deadline has been set, but community water systems that fluoridate would be required to use 0.7 milligrams per liter of water, instead of adding it in the range of 0.7 to 1.2 milligrams.

Flouride use is common

Twelve states, Puerto Rico and the District of Columbia have laws requiring flouride use in public water systems.

Though Tennessee does not mandate it, most people here are drinking tap water that’s been fluoridated, according to the state Department of Environment and Conservation.

Of the 479 community water systems in Tennessee, 303 have opted to add fluoride, according to TDEC’s Division of Water Supply.

Wurth, the mother of two boys, said she’s long wondered about the safety of ingesting fluoride. She pointed out that the first toothpaste children use does not include it. There are also warnings against swallowing it on toothpaste labels.

“I believe there’s a strong case to heard for terminating (fluoridation),” she said. “There’s no supplement or medication that is tolerated by everyone the same. When you put it in there, you take away that choice.”

Giles said a change would require giving the public 30 days notice. She said she’d like to see aldermen take up the issue in August and spend time studying the matter. If city leaders agree to stop fluoridation, she doesn’t foresee making that change until early next year.
