Junior Law Enforcement Academy teaches
Blood was spattered on the chair in the shower, with a bloody, makeshift blade on the floor and a bloody handprint on the wall. Cameras connected to a television in the next room, with a chair positioned for easy viewing and a box of tissues nearby along with an empty bottle of booze and some cigarette butts.
A woman had escaped from captivity in the room, flagged down help and ended up in intensive care, in a coma. The investigators also noticed a phone off the hook and a mobile phone with its battery removed, blood on the table and bloody footprints that they didn’t want to step on and mess up.
Thankfully, this didn’t really happen: This crime scene was staged, in the basement of a building at the Montana Law Enforcement Academy. The investigators were high school students (and recent graduates) interested in careers in law enforcement. They were in Helena for the weeklong Junior Police Leadership Academy to get a taste of driving patrol cars, handcuffing, interviewing suspects, handling firearms, rappelling down cliffs, investigating crime scenes and other aspects of modern policing.
The kids visited from all over the state and stayed for about a week. The program is sponsored by the Montana Association of Chiefs of Police. Thursday afternoon, the group of about 24 learned about collecting evidence for DNA analysis. They “gloved up,” learned about masks to avoid contamination of the evidence, wetted their swabs and drew matter off of a bloodstain. They put the swabs in envelopes and sealed them with heavy-duty evidence tape, leaving no gaps where someone could tamper with it or add materials.
They learned self-defense, securing buildings, land navigation and even something about SWAT teams, said Sgt. Tory Keltner, a school resource officer (at Helena High School) with the Helena Police Department. But even more important, he said, is the teamwork among the kids and the involvement of law enforcement professionals who teach the classes and also oversee the students as they stay overnight in the barracks.
It’s especially helpful to kids in areas that do not already have an “Explorers” and cadets program that connect local agencies with interested youth. The kids have been working on skits related to the coursework, and Keltner hopes they’ll go back to their school and use what they’ve learned to remain involved in law enforcement and share their knowledge in a positive way.
Livingston-based Montana Highway Patrol trooper Cherie Lofton is teaching in the academy for the third time; she said she looks forward to the week in mid-July, in part because of the enthusiasm of the kids.
