County Planning Board Approves Apartments, Beverage Warehouse Plans in Town of ...

WATERTOWN, N.Y.  —  COR Development Co., Fayetteville, is one step closer to bringing its 304-apartment development to the town of Watertown as the Jefferson County Planning Board Tuesday conditionally approved its site plan review. 

Members of the Planning Board told representatives from COR Development they took issue with some aspects of the proposed development including lighting details, dumpster location, recreation space and the neighborhood’s playground location. 

Andrew R. Nevin, county senior planner, said the proposed playground located near the should be closer to the apartments and in an area where children can be properly supervised. 

“We felt like centrally located playgrounds should be provided that are not necessarily over at the clubhouse,” he said. “Typically, you want to step out your door front and walk to a small play area with a child.”

More important, Nevin noted, a town building law says developers must provide at least 100 square feet of recreation space per unit. 

Catherine K. Johnson, legal counsel for COR Development, told Planning Board members developers are planning a mail facility for future residents of the complex. 

“We were told that they want one central location, which would probably be up by that clubhouse, so (tenants) can drive in, stop, park, get right out and keep going,” Johnson said. 

While granting approval, the Planning Board suggested a secondary emergency access road be included in final plans and a school bus pick-up and drop off zone be re-routed closer to the complex at the request of member Clifford J. Schneider.

Beaver Meadow Apartments would be located off of Route 3, just south of Target, and will feature a tennis court, swimming pool and clubhouse. 



Consultant Patrick J. Scordo, principal of GYMO Architecture, who attended Tuesday’s meeting on behalf of Morgan Property Management LLC, briefed the Planning Board on a proposed 404-unit apartment complex slated nearby on County Route 202, just north of Sam’s Club. 

“It’s a tight market,” Scordo said. “What we’re hoping today is to get your thoughts and request an opportunity for a special meeting.
